Dwell time — the period a container, trailer, or cargo sits idle at a port, terminal, or warehouse — is one of the most expensive yet least measured inefficiencies in freight forwarding. Unlike transport costs, which appear clearly on invoices, dwell time costs accumulate invisibly: demurrage charges from shipping lines, detention fees for equipment, missed vessel connections requiring rebooking, warehouse space consumed by cargo that should already be moving, and the opportunity cost of tied-up working capital.

  • Port dwell time: From vessel discharge (container offloaded) to gate-out (container leaves the terminal). This captures customs clearance delays, terminal congestion, and inland transport scheduling gaps.
  • Warehouse dwell time: From cargo receipt at the warehouse to cargo dispatch. This reflects processing efficiency, order batching delays, and demand timing mismatches.
  • Equipment dwell time: From container pickup (full or empty) to container return. This determines detention charges and equipment utilization.
  • Yard dwell time: Time cargo spends in a staging area before loading onto outbound transport. This is often the most controllable component.

Accurate dwell time measurement depends on timestamped events from multiple systems. Port dwell time requires terminal operating system (TOS) data or vessel tracking combined with gate-out records from the TMS. Warehouse dwell time comes from the WMS receiving and dispatch timestamps. Equipment dwell time requires container tracking data from the shipping line or leasing company.   1. By port: A hub like Rotterdam and a hub like Hamburg can differ by a day or more in typical import dwell, and each shifts with congestion and season. Knowing your own port-specific baseline prevents unfair comparisons.
  2. By customs regime: Shipments pulled for physical inspection sit meaningfully longer than those cleared through the green channel. Segmenting dwell time by customs pathway isolates the controllable portion.
  3. By commodity: Perishables and hazmat have regulatory holds that extend dwell time regardless of operational efficiency. Benchmark within commodity groups.
  4. By carrier: Some carriers discharge and make containers available faster than others. This is a legitimate carrier selection criterion that most forwarders overlook.

As a general guideline for European import FCL operations, a port dwell time below 4 days indicates good performance, 4-6 days is average, and above 6 days signals systemic issues requiring investigation. For warehouse operations, inbound dwell time below 24 hours for cross-dock freight and below 48 hours for put-away stock represents strong performance.

Why Cargo Sits Idle

Reducing dwell time requires understanding why cargo sits idle. The most common root causes, roughly in the order we see them, are:

Late or incomplete documentation: This is the leading cause of excessive port dwell time by a wide margin. Bills of lading with errors, missing certificates of origin, incorrect HS codes triggering customs queries, and late submission of advance cargo declarations all extend dwell time by days.

Customs holds and inspections: Physical inspections add 1-5 days depending on the port and inspection type. While individual inspections are often unavoidable, a high inspection rate may indicate targeting criteria that can be addressed through Authorized Economic Operator (AEO) certification or improved compliance practices.

Inland transport scheduling gaps: Cargo cleared customs but the truck or rail connection is not booked until the next day. This coordination failure is entirely preventable with pre-arrival planning and automated transport booking triggered by customs clearance events.
